The striker has penned a four-year contract after becoming surplus to requirements at the Mestalla following Valencia's acquisition of Fernando Morientes from Liverpool.
He is Atletico's sixth close-season signing, joining fellow new-boys Sergio Aguero, Costinha, Ze Castro, Mariano Pernia and Yourkas Seitaridis at the Vicente Calderon.
Mista, 27, was used mostly as a substitute by Valencia last season and he is desperate to get some first-team football under his belt.
"I want to feel important again," he said. "Last season was very difficult for me but now I am keen to give my all for this club."
Mista will be competing with Fernando Torres, Mateja Kezman and Argentinian prodigy Sergio Aguero for a spot up front.
"It is positive to have so many important strikers at the club and is a good problem for the coach," Mista added.
